Reaction takes the offensive but no any reaction

Since the beginning of 2012 there are new rules for telecommunications services in Kazakhstan. They are not only limited an access to the Internet but actually allow to monitor of users.

Are these a post-Soviet thinking, Turkic solidarity or properties of a bad example?
