Garbage collectors pass on to a pay packet system

According to vikist.org, a government is preparing a draft on a transition of garbage collectors on a pay packet system.

It is very simple: they unload garbage to the dump, wash (which will become mandatory), receive a pay packet, pay off with someone and are free.

And why is not? Tax inspectors, customs officers, firefighters and many other workers of our fields and pockets have been working on the same pay packet system.
