Is it a criminal democracy or police state?

According to the Ministry of Justice, as of July 1, 2012 it is appeared in the Register of penalties 444,383 Estonian citizens who have committed criminal offenses and misdemeanors, which is 36.12% of the total (1,229,975) Estonian citizens living in the world, reports Eesti Ekspress.

Is that much or little? What year will be 100% “attendance” of prisons and police stations achieved? – Specialists are asking question.

If take into consideration that the crimes committed by Estonian citizens in Asia, Africa and America are not included in the Register then it turns much.
