Corrupt monster to fight corruption

In according to the Decrees of Azerbaijani President I.H. Aliyev, it was established the State Agency for Public services and Social innovation under the President and approved it regulations. Working earlier in the Presidential administration Inam Kerimov was appointed by a Chairman of the Agency. 

According to the first decree, the Agency and its centers will be doing the following: state registration of status civil certificates, notary activity,issuing and replacing ID cards and ordinary passports,replacing driving licenses, issuance of certificates of Criminal records, repeated statements on state registration of apartments, inquiries about of the Charged Property (“form no. 1”), land cadastre data, assigning labour pensions, registration of commercial entities and taxpayers, issuing of archive abstracts to legal and physical entities,receiving of customs declarations, documents for customs clearance, issuing of documents for permission for temporary and permanent residence in Azerbaijan Republic.

The Decrees do not mention whether listed powers have been taken from the relevant ministries (Ministry of Justice, Ministry of Interior, the Customs Committee, Ministry of Economy, etc.). But no small noise is made about the deprivation of slush funds.

Many people believe that it would be good to have the duplicative bodies, then there would be competition and a “price” for services is fallen. Where less will be taken, and will go there, and what’s the difference who pays. In this case people will go there where service “price” will be cheaper. Otherwise, what is the difference to whom to pay?

Interest to whom where from the streamlets begin a river,and common people remain only saying curse words, to throw in a river (streamlet) cost of “service”.
