Group detained for preparing fake documents to release prisoners

The press services of the State Security Service and the Ministry of Justice have published joint information, reports the online news portal report.az.

The information says that in order to mitigate the punishment of Elgun Huseynov, who was sentenced to imprisonment for committing a serious crime, a conciliatory application was submitted to the Ministry of Justice on behalf of the legal heir of the victim. Since the allegation aroused suspicion, the Ministry conducted an investigation and found that no such agreement had been reached, and that the said document had been prepared fraudulently using a computer program. In this act, signs of a cybercrime were seen, in connection with which the materials were transferred to the State Security Service for investigation.

During the investigation of the criminal case, it was established that Sanan Mehdiyev, Ehtibar Mehdiyev and Vasif Ismayilov, who had previously served their sentences in the same correctional colony, while at large, entered into a criminal conspiracy and, at the request of some convicts, prepared forged statements about the allegedly compensated damage to the victims or reaching reconciliation in various criminal cases. The fake documents were allegedly notarized, they had QR codes that allegedly confirmed the authenticity of the document, they were posted on a website whose interface looked like the official website of the justice authority. Thus, fake documents were issued during court hearings as genuine in order to mitigate the punishment for the convicts.
Sanan Mehdiyev, Ehtibar Mehdiyev and Vasif Ismayilov were prosecuted under Articles 320.1 (illegal production and sale of official documents), 273-2 (forgery of computer data) and 294.3 (when falsification of evidence leads to grave consequences) of the Criminal Code of the Republic of Azerbaijan, the activities of the e-page has been suspended.

At present, the State Security Service and the Ministry of Justice are continuing measures to identify the entire circle of persons who used fake documents.
