Amnesty or “unloading”?

In the good old days, leaders of the state at least twice a year made decisions on early release from prison of certain categories of prisoners, which was called “unloading”. Prisons were overcrowded and the ones had been released to make room for others.

Something similar happened May 7, 2013 in Azerbaijan, but unloading has been carrying out previously by the ministries and departments, has been named by an amnesty and is timed to the 90th anniversary of H.A. Aliyev.

In any case, the unloading is better than loading.
