Where have budget funds gone?
It has held a presentation of the report of the economic evaluation of budget funds allocated for flood relief in 2010 which was prepared by experts Gubad Ibadoglu Mohammed Talibli from NGO “The National Budget Group” (NBG) at the request of the Staff of Civil Society “Kur”.
Research was conducted to determine the effectiveness and transparency of the spending funds allocated from the state budget to cover damage from flooding in the period 2010-2011., as well as public access to information. It is total for this period was allocated 460.9 million manat at eliminating effects of floods when it was flooded 100 thousand hectares of land and 20 thousand homes in the eight districts of Aran area.
According to the report it is found discrepancies in the reporting of agencies for spending 300 million manat and there is no information on the expenditure of 13 million manat and granting payments. It turned out that the construction and repair of 1 km of the road costs to the state budget of $355 thousand and 1 km of the railway is $520 thousand. There were serious problems in the evaluation of expenditure of funds for construction of houses. It is unknown a fate of grant from “Deltares” Dutch company which made assessment of situation in the flood zone.
NBG recommended to the state institutions enhance transparency and accountability, provide soft loans to farmers affected by floods, to place the names of people who received amount of compensation at the sites of MES and the Ministry of Communications.
It is recommended to the Accounting Chamber careful to analyze an expenditure of public funds and make a report to the public.
The evaluation authors noted that the NBG is waiting for the governmental report on the work done and implementation of public hearings in affected areas.
National Budget Group also urged authorities to release from custody “Kur” Staff coordinator Oktay Gyulalyev and create necessary conditions to continue monitoring of the situation.
