Operation of the State Security Service in connection with the sale of affordable housing

At the second stage of the next project of the State Housing Development Agency of Azerbaijan (MİDA) – during the sale of 442 apartments in the Yasamal residential complex on preferential terms on March 30 – there were cases of interference of various persons in the process of choosing housing using special software, reports oxu.az.

According to the joint statement of MİDA and the State Security Service, it is said that in connection with this, a criminal case was initiated in the State Security Service under Articles 273.3.1 and 273.3.2 (illegal interference in a computer system or computer information, committed repeatedly and by a group of persons by prior agreement) of the Criminal Code of the Republic of Azerbaijan and a preliminary investigation was carried out.

It was established that citizens of the Republic of Azerbaijan Elchin Mammadov, Ruslan Hajiyev, Firudin Huseynov, Yunis Latifzade, Tarlan Abdullayev and Javid Mammadov entered into a criminal conspiracy with other persons and, united in several groups, developed special software that gave them access to the information system ” Affordable Housing” MİDA and changes to the data entered there.

On March 30, attackers hacked into this system and limited the ability of citizens to purchase affordable housing on a general and equal basis, and also caused significant damage to government agencies, creating obstacles to their normal activities.

These persons were brought to criminal responsibility as defendants under Articles 273.3.1 and 273.3.2 of the Criminal Code of the Republic of Azerbaijan.

Currently, the State Security Service and MİDA are carrying out the necessary legal procedures on these issues. An objective legal assessment of the circumstances of cybercrime or other illegal interference in the process of selling affordable housing by the state to the population will be ensured.
