A foreign citizen who planned to commit a terrorist act on the territory of Azerbaijan was detained, Report informs, citing the State Security Service. The State Security Service continues operational and investigative measures to combat terrorist provocative and reconnaissance and subversive activities directed against the national security and state interests of the country.
It has been established that a citizen of the Islamic Republic of Afghanistan, Favzan Musa Khan, born in 1990, in a preliminary conspiracy with other persons, in order to undermine public stability in the territory of the Republic of Azerbaijan, cause panic among the population, influence decision-making by state authorities and international organizations, planned to commit a terrorist act that would result in the death of people and the infliction of significant property damage.
Favzan Musa Khan arrived in Azerbaijan from abroad with the intention to commit these criminal acts, and during his stay in Baku, he observed around the embassy building in order to determine the coordinates of the territory where the embassy of a third state is located, attracted other persons to participate in the terrorist act and entered into a deal with other persons to obtain financial support in order to purchase explosives, firearms.
F. M. Khan was prosecuted in a criminal case initiated by the Main Investigation Department of the State Security Service under Articles 28, 214.2.1 and 28, 214.2.3 (preparation to commit terrorist acts with the use of firearms and objects used as weapons , with a group of persons by prior agreement) of the Criminal Code of the Republic of Azerbaijan, the detainee was brought to justice as an accused, a preventive measure in the form of detention was chosen against him by a court decision.
