Is there a limit of arbitrariness?

During five years the Main Investigation Department to investigate serious crimes of the General Prosecutor Office of the Azerbaijan Republic has been investigating a criminal case about driving of 30-year-old S. Jafarova to a suicide.

According to a court case and available evidences, coming back home Jafarova was beaten on the ground of seven floors and then thrown into the street. Miraculously survived, was placed in a hospital where she died from poisoning by a powerful poison.

Inquiry refuses to reclassify a case for an article about murder and simulates investigation a driving to suicide, saying its actions and decisions by impossibility of determining a type of poison used for murder.
