The end of privileges
The UN Sixth Committee (Office for Legal Affairs) has received drafts of Conventions “On democratization of the executive power” and “Global Code of Ethics for Public Administration”, prepared by a group of 22 countries, reports www.whatdoesitmean.com
According to the documents, which is scheduled to adopt in the nearest time (as part of the procedure UN), it is proposed to limit the maximum age of the Heads of State and Government of 70, at reaching of which they are obliged to resign. In addition, the draft of documents contain provisions under which the same person will not be entitled to occupy the positions of heads of states and governments for more than two consecutive terms, i.e. 12 years, since maximum period of one term of government shall be six years.
Post of Presidents, heads of government and legislative bodies (parliament) are equal, and it is prohibited its alternation, and another nomination for the election as head of state (government, parliament) is allowed only 18 years after expiration of the term of powers on the last post.
During the period of a person executes duties of a head of state (government, parliament), his/her family members and close relatives will not be allowed to hold executive positions in the government and administration, to run for parliament and to engage in economic (business) activity in all enterprises of all types of property, except for teaching. Violations will be equated to two-way corruption and will be criminally punished.
In addition, it will also be prohibited nomination of their relatives and cousins up to the third generation (third degree relatives) to the vacated post of Heads of State (government, parliament).
The similar provisions are recommended to apply to all heads of government and administration (ministers and deputy of ministers, heads of territorial authorities).
