What is the period of anticorruption pregnancy?

As part of the combat corruption in Azerbaijan once again in the “National Action Plan to combat corruption in 2012 – 2015” are included provisions for submitting by officials the declarations of financial means. According to the plan, during 2013 the Cabinet of Ministries and the Commission against Corruption  should develop appropriate proposals.

It everything is right. During 2013 it will be prepared the proposals, and during 2014 it will be considered. During 2015 it will be discussed, and then a new program will be ready.

Why it concerns only finance means and it does not concern all income, movable and immovable property?
