Fraud in the program GLONASS realization

A Deputy of the Director General of Federal State Unitary Enterprise “Central Research Institute of Machine Building” D. Kovkov, a head of the Department of capital construction of the organization A. Chernov, as well as the Director General of a Contracting Construction company FSUE “Office of Special Building Number 5 at Spetsstroy Russia” A. Belov are accused under Part 4 of Art. 159 of the Criminal Code (fraud), reports ITAR-TASS quoted the official representative of the Investigative Committee Vladimir Markin.

According to the investigation, in 2010, as part of the target program GLONASS Federal Space Agency has approved the design and estimate documentation for the reconstruction and modernization of housing 100-1 of the Central Research Institute for Machine Building in suburban Korolyov and received a permit for construction work. For this work from the federal budget has been allocated 1 billion 50 million rubles.

“On the basis of forged documents the funds from the settlement accounts of the Central Research Institute for Machine Building were transferred to the Office of Special Construction No. 5 at Spetsstroy Russia. Further the partners and unidentified persons of the funds disposed by money on their own discretion”, – said Markin.

As a result of these actions the federal budget has suffered damage to more than 107.7 million rubles, which is a particularly large amount.
