Parole Board meeting

On December 15, 2015 in the penitentiary institution no.17 (colony mixed mode) held a meeting of the Commission on Parole, haqqin.az reports, citing E. Zeynalov, a head of the Human Rights Centre of Azerbaijan.

According to E. Zeynalov, they were taken 42 prisoners and examined their appeals, 34of which have received a positive response (81%).

26 of them were recommended for parole, and 8 – to replace conventional colony to settled colony. These results of the Parole Board will be submitted to the court.

Internet portal notes that the Parole Board was set up in 2013 on the initiative of the Minister of Justice and includes officials from the Ministry of Justice and civil society activists. In particular, on 15 December, there was attended by member of the Human Rights Center of Azerbaijan (HRCA) Zaliha Tagirova.

Commenting the meeting, Z. Tagirova noted that “colony no. 17 is unusual: it contains the former ill prisoners, mainly tuberculosis sick men. So their paroling is also fulfillment of the law requirements, and the act of humanism. This is not the first meeting of the Commission on parole in the institution where her is known and is interested in her work. In particular, this time a few convicts, including Hilal Mammadov, journalist and human rights defender, were consulted on parole”.
